I think the best approach is one where policy is central. This takes care of self-interest, which all people have. Then the vibes and values should come in to to tap into feelings and moral outlooks.
Policy without vibes won't persuade; values alone won't go far enough, and vibes alone amount to shallowness that people will see through with time, especially in a system like America's where there's an election every 2 years.
